Project Overview RGI is seeking an experienced Google Cloud delivery team to migrate and productionalize an existing portfolio of twelve artificial intelligence enabled applications in a new RGI controlled GCP and Firebase organization. This is a complete cloud migration and production hardening engagement rather than a new feature development project. The work includes repository assessment, GCP and Firebase configuration, redeployment, data and user transfer where applicable, end to end testing, vulnerability scanning and remediation, authentication and database configuration, metrics, audit logging, a centralized BigQuery warehouse, technical documentation, recorded walkthroughs, and live handoff. The selected contractor must complete the full attached SOW. The SOW is the controlling scope document, and every bidder should review it before submitting a proposal. Required Outcomes The contractor will bring all twelve listed products into the new RGI organization and make them functional, stable, secure, vulnerability scanned, documented, maintainable, and ready for continued operation after the original student developers graduate. The contractor will also implement a reusable productivity measurement and audit logging framework across every applicable agent, rebuild the BigQuery warehouse with separated website, HubSpot, D2L, and agent data sources, and produce documentation in Linear that supports both operational continuity and potential educational reuse. All production resources, repositories, credentials, configuration, documentation, and work product must remain in RGI controlled environments. The solution may not depend on a contractor controlled account, undisclosed proprietary platform, or unlisted recurring contractor service after handoff. Delivery Schedule The engagement is planned for ten weeks. Initial deep dives and repository validation occur in weeks 1 and 2. Migration, warehouse, metrics, logging, security, and documentation work must proceed in parallel through four delivery waves. The Case Study Generator is the first priority because it is needed for August 2026 classes. AI Avatars is the next priority, with a faculty rollout targeted for September 2026. The complete sequence, dependencies, and acceptance criteria are defined in the attached SOW. Resource Profile This project is best suited to a small integrated delivery team led by a named senior GCP cloud architect, migration lead, or platform engineering lead. The team must collectively demonstrate strong production experience in GCP, Firebase, application migration, inherited codebase hardening, vulnerability remediation, BigQuery data engineering, audit logging, artificial intelligence API operations, testing, and technical handoff. A solo freelancer may apply only if that person can demonstrate direct experience across the complete scope and provide a credible plan for parallel execution within ten weeks. Relevant Google Cloud certifications are preferred, but recent delivery evidence is more important. Bidders should provide examples that show the starting condition, technical risks, work completed, production outcome, and operating model after handoff. Commercial Structure Submit a complete milestone based fixed fee for the full SOW. The proposal must include a price breakdown by workstream and milestone, estimated hours by role and workstream, the complete proposed team, a ten week delivery plan, assumptions, dependencies, risks, and every explicit exception. Bidders may recommend a controlled approval gate after the initial deep dives, but the initial proposal must still include a complete not to exceed amount for all stated requirements. The engagement will not be awarded on hourly rate alone. Scope comprehension, technical quality, security capability, schedule credibility, documentation, continuity, and total fixed fee will all be evaluated. Mandatory Proposal Confirmations Your proposal must confirm that all twelve listed products are included, all four workstreams are included, up to thirteen initial deep dive sessions are included, and the complete ten week schedule is achievable with your proposed staffing plan. Your proposal must also confirm that RGI will own all code, configuration, documentation, deployment material, and work product, and that no production dependency will remain in a contractor controlled account or undisclosed proprietary system after handoff. Any excluded requirement must be identified clearly. A proposal that silently excludes a product, data source, security obligation, metric, logging requirement, documentation item, or acceptance condition may be rejected.
