Most government proposals lose in the first five pages. Mine push for a win in the first five paragraphs. I write federal and state RFP responses, government contract proposals, and grant applications for a living. $100M+ won across DoD, DHS, HHS, USAID, VA, NASA, and 30+ state agencies. I've been doing this for 15 years. APMP-certified, Shipley-trained. 300+ submissions, 100% on-time, even when amendments drop at 11 PM. Plenty of my clients are bidding government work for the first time. That's fine. Everybody starts somewhere. The parts that get scored are the parts I write: technical volumes, management approaches, past performance narratives, cost justifications. My compliance matrices are thorough enough that evaluators can follow the cross-walk without guessing. Compliance alone doesn't win, though. The difference between "acceptable" and "outstanding" is how you frame the solution and how easy you make the evaluator's job. That's where I spend most of my energy. I've salvaged multi-volume submissions after three PMs walked off the job. Tight deadlines and moving targets don't throw me. I've seen worse. Construction and the trades are where I live. GCs, subs, and field-service contractors bidding municipal, state, and federal work (site work, facilities, flooring, security, janitorial). I price and win jobs for my own field operations, so your estimator's math won't scare me. The other lane is energy and utilities: right-of-way and vegetation management scopes of work, work orders, and change orders for investor-owned utility programs. I've also done plenty in IT and cybersecurity, behavioral health, and transit. If your business runs on crews, equipment, and unit pricing, we'll get along fine. The wins clients ask about most: a $44M IT infrastructure IDIQ (U.S. Army PEO EIS), a $23.5M tribal transit grant (U.S. DOT), a $17M cybersecurity BPA (DHS CISA), and a $9.2M behavioral health contract (California DHCS). I was the lead writer or proposal manager on each. Beyond full RFP responses I handle capture strategy, teaming agreements, subcontractor narratives, SBIR and STTR, GSA Schedule submissions and mods, grants at every level, and oral presentation coaching. I work in APTUS, RFPIO, Loopio, and SharePoint. Fluent in FAR/DFARS, 2 CFR 200, and Uniform Guidance. I know my way around SAM.gov, FedConnect, eCMS, and BidNet. Here's what working together looks like. After a short discovery call you get a color-team schedule and a compliance matrix. Color teams are just scheduled checkpoints that catch problems while there's still time to fix them. Pink comes early to catch gaps, Red pressure-tests the argument, and Gold is the final polish before submission. I manage your SMEs and keep leadership informed without drowning them in drafts. The templates we build are yours to keep. Two lines from my Upwork work history, word for word. A municipal RFP client: "We would have not won without him that is abundantly clear now." And a GovCon client: "Joshua works like someone who has sat on the other side of the table." My reviews are a better endorsement than I could ever give myself, so go check them.
