My standard entry engagement is a fixed-scope Phase 1 diagnostic. Based on the materials provided, I deliver a findings report, risk and priority matrix, unresolved questions, accountable actions and recommended next steps. Any implementation can then be scoped separately with the appropriate technical professionals.
I hold a PhD and an MA in Philosophy from Université Paris 8 and a Bachelor of Laws. I founded the independent SEVE research program in Paris in 2006 and later created SEVE Gate, its applied decision-structuring method. I am the author of eight published books in Brazil and France, with two additional volumes forthcoming in a collection directed by philosopher Jacques Poulain.
As Superintendent of Public Libraries and the Literary Supplement of Minas Gerais, I worked with collection systems, information workflows, Braille accessibility services and public-facing digital infrastructure. I led the creation of the official websites of the State Public Library and the Literary Supplement and served as General Coordinator, representing the State Secretariat of Culture, of the working group responsible for developing the State Plan for Books, Reading, Literature and Libraries of Minas Gerais. This gave me practical experience translating complex stakeholder needs into public policy, accessible information systems and accountable programs. I also produced and curated Circuito das Letras 2016 and represented the Secretariat at Expo Milano and the Rio 2016 Olympic and Paralympic programs.
