Although convincing in first conversations, Bilal repetitively lacked understanding of the project and asked basic questions several times whereas other programmers involved didn't have that problem. The work was done extremely slowly like when we work with an intern. I am not sure how he did the previous tasks he described, to me it seemed like he outsourced the work with us to another person. That is the only explanation I have for the big gap between his skills in the interview and the actual work done. Also, he looked basic professional skills regarding what to ask and when.
