I, myself being from tech background, can tell - he has very good command over multiple languages and other relevant skills for website development.
I had a career day 4 days after and I was in need of a website to showcase my work. I reached out to Jay on upwork hearing good feedback about him through a friend. Jay worked for a friend of mine and did a wonderful job there as well. I told him that "it would be awesome if he could provide me a basic version of the website in 3 days but it's fine if it is not the case I understand"
This guy put in his magic and turned in a complete version of the website (not basic) on the third day. And then says - "Now I will sleep properly!"
A true magician when it comes to website designing. Great skills, Awesome response time.
