Define Requirements
We will find out about 1) how your code is developed and maintained 2) how and where jQuery is used in your code base to get an estimate about the size of the project.
Define Scope
We will define items that are in scope but also out of scope. Your code may use jQuery Plugins which need to be replaced by plain JS code or, if available, replaced by the same plugin written in plain JS. This needs to be evaluated.
