Hiring a developer can be a gamble sometimes if you're not careful - low-cost developers entice potential clients with low budgets and promising they can do anything. What they're after is just the job, not necessarily making your project succeed. If a freelancer charges a low rate and seems to have plenty of time available, there's probably a reason. A good freelancer will be upfront if something is outside of their skillset or if they can't fit the project in their schedule, and is careful not to over-promise. Wasting a client's time and money to deliver low-quality results isn't a sustainable business.
If your project uses some technology I'm unfamiliar with, I generally don't charge for the time spent educating myself on it. I like learning new things, and it may be useful to know in the future.
