Project details
I will understand your company's capability to comprehensively analyze the entire RFP documentation following APMP guidelines, ensuring no detail is overlooked, including the scope of work, eligibility criteria, proposal instructions, qualification documents, evaluation criteria, and scoring. A thorough initial evaluation is crucial (to make GO/NO-GO) to avoid wasting time pursuing opportunities that don't align with your qualifications, giving you a strategic advantage over competitors. Depending on your chosen package, I'll also research incumbent contract details crucial for decision-making and winning bids. My extensive 12+ years of experience, coupled with a robust background in business development and proposal writing, distinguish me in evaluating RFPs effectively, ensuring you focus on viable opportunities from the start.

Job Success
Chandigarh, India - 9:03 pm local time
Across 15+ years in government contracting I have worked on 500+ federal and SLED proposals and contributed to 100+ multi-million-dollar contract wins, supporting 50+ small, mid-size and large government contractors - most of that as a full-time BD/capture lead before moving to independent consulting. Compliance is where most bids die: in 500+ submissions, virtually none have been rejected for a compliance error.
I have run every stage of the lifecycle myself, not just the writing: strategic planning, opportunity sourcing, capture, proposal development, submission, and post-award project delivery. Roles held include capture manager, bid manager, proposal manager, government project manager and business analyst. All work follows CMMI Level 5 and APMP/Shipley capture and proposal methods.
1. PROPOSAL WRITING & BID MANAGEMENT (Federal / State / Local):
- RFP, RFQ, RFI, IFB, Sources Sought and tender response writing
- Compliance matrices, annotated outlines, proposal schedules, storyboarding
- Technical, management and staffing approach narratives
- Past performance, PPQs, corporate experience and resumes
- Executive summaries, price narratives and cost volumes
- Color team reviews, final QC and portal submission
- Proposal content libraries and reusable response repositories
2. CAPTURE MANAGEMENT & BUSINESS DEVELOPMENT:
- Opportunity sourcing and pipeline management
- Bid/no-bid and gap analysis using Shipley and APMP methods
- Incumbent research, competitor analysis, capture planning
- Teaming partner search, outreach and teaming agreements
- Set-aside strategy: 8(a), WOSB, SDVOSB, HUBZone small business
3. GSA MAS & CONTRACT VEHICLE:
- GSA MAS proposal/application preparation and reviews (end to end support)
- GSA MAS post-award support: modifications, eMods, Mass Mods, sales reporting, IFF
- GSA MAS contract management and compliance calendars
- GSA eBuy monitoring and quoting
4. Other IDIQs, GWAC, BPAs & CONTRACT VEHICLE EXPERIENCE (FEDERAL & SLED):
- Proposals, task order responses, on-ramps, teaming and post-award compliance across major
federal and state vehicles.
4.1 Federal IDIQ and Contracts:
GSA OASIS+ (and legacy OASIS/OASIS SB), Alliant 2, Alliant 3, 8(a) STARS III, VETS 2, Polaris | NASA SEWP IV/V/VI | NITAAC CIO-SP3, CIO-SP4 | Navy SeaPort-e, SeaPort-NxG | Air Force NETCENTS-2 | Army ITES-3S, ITES-4H (CHESS), RS3 | DHS EAGLE Next Gen, FirstSource III | FAA eFAST | VA SBEAS | MDA SHIELD

5. SAM.GOV REGISTRATION & GOVCON READINESS
- SAM.gov registration, renewal and entity updates
- UEI, CAGE and NCAGE setup
- NAICS/PSC selection, representations and certifications

HOW I WORK
I give straight advice, including a no-bid recommendation when an opportunity isn't worth your money. Win rates in GovCon depend on more than the proposal -- past performance, pricing, capability and set-aside position all decide outcomes before the writing starts. What I guarantee is a compliant, competitive, on-time submission and an honest read on whether you can win. I work best with clients building a federal or SLED pipeline, not chasing a single solicitation.
I also offer paid consultations for businesses evaluating the U.S. government market before committing to it. Message me your solicitation number or target agency and I'll tell you honestly whether it's a fit.
Looking forward to connecting and discussing further.
V/R,
Bharat
