HR Manager (Sourcing & Recruiting) for Multi-Role Hiring This contract was agreed as a straightforward 15-day recruitment sprint with clear Week-1 and Week-2 outputs and acceptance criteria in writtings: Stage-1 screening interviews for a targeted batch (approx. 8–15), with structured notes/evidence and a decision-ready shortlist, followed by Stage-2 coordination in Week-2. Despite this, the freelancer logged extremely high hours in a single week, 4 days to be exact (including multiple 16–18 hour day’s billings) and triggered billing before delivering the agreed Week-1 outputs in a decision-ready form, which again contradict their agreed terms with me in writing. I did not authorise interim billing or payment prior to delivery, and the sprint compensation was capped at USD $200 upon successful completion of hire; however, the freelancer generated invoices more than five times that amount without producing the agreed deliverables, relying instead on a bulk export of ~1,500 contacts. Within a matter of 4 days, 80+ hours were logged, followed by an additional 14+ hours the next week—even after I raised the billing issue. This Is absolutely unheard of and I’d never seen this in my entire professional career.

Delivery did not match the agreed scope, what so ever. What I received initially was effectively a bulk longlist/export. After I raised concerns about billing and non-delivery, the freelancer sent CV files, but still did not provide the required interview pack: completed Stage-1 interviews, structured notes/evidence, and a properly screened shortlist aligned to the agreed scorecard and acceptance criteria. The freelancer repeatedly attempted to justify billing by reframing the scope around ā€œhigh-volume sourcingā€ (e.g., ā€œ1,500 candidatesā€), which was not the requested or agreed deliverable; that he, himself accepted and confirmed in writing.

When challenged, the freelancer refused a meaningful refund and continued defending billed hours rather than aligning to the written requirements, offer terms, and commercial agreement they accepted in writing and by accepting the contract. Overall, I experienced serious misalignment between agreed outputs and actual delivery, weak accountability to acceptance criteria, and a billing approach that created significant operational disruption.

My honest recommendation to other clients is to use extreme caution working with this freelancer.
