I would meet with the client to discuss their expectations and to look over any existing pool of questions and discuss question formats (e.g. Likert Type questions etc.) My suggestion will be given, and the client will have the final decision.
Question Assessment/ Assessment instrument format/Define Constructs
Assess the current question pool, and discuss the instrument format, types of questions, number of questions and number of constructs that should be measured as well as to develop a measurement of both the constructs and strategy.
