Deepak is a designer and does well with a wireframe. Translating that into a high quality, mobile optimized website is another story. I's suggest you hire your own technical audit team to keep his work aligned to his contract. With any issues, Deepak feels that "it's not his fault." I find it difficult to resolve things professionally. It's too difficult to work with someone that does communicate well.
