Mutli user publishing app
originally we hired Anish at 9th of December 2021 and the job was supposed to be done in 40 days after finishing 5 milestones according to the proposal contract ; first milestone was me 15 December
and then he finished the second milestone after Upwork closed the contract
so i had to rehire on May 2nd to pay him; from the begging to end it has been around 300 days and only 2 milestones were met.
he says that we kept on requesting changes even though that we sent him a PDF file with pictures that we want to be done but we still have to keep on requesting because he did things but lest things undone.
and now he says that it has been a while and he will not work until i pay him for completing an app that does not work on all android phones and a website that has all links mixed up.
how can i pay for uncompleted milestones?

Looking for Experienced Flutter Developer who is good with JOSN API Binding and Functionailty Work
