Decide what actually needs code
Not every site needs a CMS, and not every site should skip one. If you will edit content weekly, I will tell you WordPress is the better call, even though this service is the more expensive one.
Structure and markup first
Semantic HTML and a clear structure before any styling. It is what makes the site accessible, indexable and cheap to change later, and it is the part most templates get wrong.
