If you have a static web site and you no longer want to edit html codes (or call someone do this for you) every time you want to make a single change to your web site, you can have your static web site converted to a custom CMS (content management system) enabled dynamic web site. After converting your web site to CMS you will have access to your own admin panel on your web site and change contents of your web site as much/often as you want.
For web projects which i work on, the design and web interface (as html/css) should be prepared and delivered to me before my working process on the project begins. (You can freely prefer to use a html template). I develop backend side of the website including a control panel (admin panel) which can be used to manage web site content easily online.
