The 3 tiers are merely price ranges and mostly differ in quality & quantity you get.
Each tier can get you a number of backlinks from 1 to 10-30~ (well, maybe not the first.
For example, with the first tier, you can except either one backlink manually done, or 10 backlinks from a solid PBN. In tier 2, you could consider 10 or so of medium quality, on different medium. A good idea for tier 2 would be to ask to do forum backlinks, a healthy mix and follow and no-follow and about 10 of those.
