Pavel made a great initial impression and likely does have skills beyond my rating of 2, but since he failed to deliver anything on our contract I can't be sure that his skills match his ability to talk about the technology.
Pavel missed every deadline we mutually agreed to, and offered several reasonable excuses early on that we worked around. Those unfortunately were an early warning that this would not go well. He was a poor communicator and only offered updates without being asked for them.
After several weeks of back and forth in trying to see any progress his one code submission was simply an install of a few npm packages without any actual original code to make use of them. At this point I ended the work and asked for a refund, which he agreed to. I hoped this would be the end to a bad situation, but after a few more weeks he has continued to refuse to refund the payment made, again citing excuse after excuse on why he hasn't done it.
I would caution working with Pavel and certainly would not make any payment until work was delivered and reviewed to verify it meets requirements. I have never had an experience like this on Upwork, especially concerning given his quoted success rate and status on the platform.
